Yep, Alanis got it right. While under the new Shah Alam ruling in the Dog Licensing By-Law (1982), coming into effect on 9th Jan 2006, offending dog owners are subject to a fine of RM1,000 or serve a jail term of not more than 6 months, our national parliamentry laws for abusive and neglectful dog owners remain a penalty of RM200 only (and prison sentence of 6 months).
